Judy F. Carr, Ed.D.

Senior Leadership Coach and Workforce Development Facilitator Judy Carr is a leadership coach, facilitator, and educator with more than three decades of experience supporting workforce development, leadership capacity-building, and organizational effectiveness across education systems and public-sector–adjacent organizations. She specializes in leadership facilitation and skills-based professional development that strengthens communication, accountability, and team effectiveness. Through her consulting practice, The Center for Curriculum Renewal, Judy has worked with administrators, managers, and team leaders across multiple states to support systems development, learner- and employee-centered practices, and sustainable change. Judy’s work integrates trauma-responsive and neuro-informed approaches in a practical, grounded way, helping leaders and staff manage stress, navigate complexity, and maintain clarity and performance in high-demand environments. She is trained in the Neuro-Affective Relational Model (NARM), Becoming Safely Embodied (BSE), and trauma-sensitive practices, which inform her coaching and facilitation style while maintaining a clear focus on results. She has served as faculty for national leadership institutes, partnered with state departments of education on statewide initiatives, and held academic and leadership roles focused on professional learning and systems change. As a coach and facilitator, Judy supports individual contributors, supervisors, managers, and senior leaders through workshops and coaching that build practical skills, strengthen interpersonal effectiveness, and support resilient leadership.

John P. Gatto, MSW

Senior Consultant, Systems Change Leader, and Executive Coach John Gatto is a senior consultant and executive coach with more than 25 years of experience leading large-scale systems change, policy implementation, and organizational development across public-sector, nonprofit, and government-contracted environments. His work focuses on helping leaders and organizations translate policy and funding priorities into effective programs, sustainable operations, and measurable outcomes. John has held executive leadership roles overseeing complex, multi-site systems, including serving for a decade as Senior Vice President at Justice Resource Institute, where he helped guide statewide strategy, managed portfolios of more than 100 programs, supervised large leadership teams, and led initiatives spanning workforce development, behavioral health, housing, and community services. His experience includes designing and implementing strategic plans, leading mergers and integrations, launching statewide initiatives, and securing and managing public funding in regulated environments. A core strength of John’s work is systems thinking—understanding how policy, funding, operations, workforce capacity, and leadership behavior intersect. He has worked closely with state agencies, public health departments, and cross-sector partners to align organizational practice with state priorities, compliance requirements, and community needs. As a consultant, facilitator, and coach, John supports senior leaders, managers, and boards through strategic planning, leadership development, and change management. His approach is pragmatic, grounded, and policy-aware, making him particularly well suited to support leadership and workforce development efforts within complex state and public-sector systems.

Senior Workforce Development and Policy Advisor Deidre Gwin is a workforce development leader, policy advisor, and facilitator with extensive experience advancing talent development, leadership pathways, and equitable workforce systems across public-, private-, and nonprofit-sector environments. Her work focuses on building scalable programs that strengthen early-career pipelines, leadership capacity, and organizational effectiveness. Deidre currently serves as Director of Government Affairs for the National Association of Hispanic Real Estate Professionals (NAHREP), where she supports policy advocacy, member education, and leadership development initiatives aligned to sustainable homeownership and economic mobility. She also serves as Senior Vice President of College and University Relations for the National Association of African Americans in Human Resources (NAAAHR), where she designs and leads programs for early-career talent, young professionals, and students, with a strong emphasis on mentorship, leadership development, and workforce readiness. Her background includes senior leadership roles at OneMain Financial, where she led recruiting programs focused on diversity, university partnerships, military talent, and enterprise operations. Across these roles, Deidre has overseen large, cross-functional teams; developed training and development programs; and built partnerships among government entities, higher education institutions, and employers to strengthen workforce pipelines. As a consultant and facilitator, Deidre brings a practical, systems-oriented approach to professional development, supporting communication, accountability, leadership skills, and career navigation. Her experience working closely with policy, governance, and organizational leadership makes her well suited to support workforce and leadership development initiatives within complex, multi-stakeholder environments.

Jill Markle Hidaji

Senior Consultant, HR Specialist, and Executive Coach Jill Hidaji is an HR advisor, organizational consultant, and executive coach with more than 20 years of experience supporting workforce development, leadership effectiveness, and healthy organizational systems. Her work focuses on strengthening people practices and helping leaders at all levels balance performance, accountability, and well-being. Jill brings deep expertise from senior HR leadership roles, including Senior Vice President of Human Resources at Regions Financial, HR Director at Juice Plus+, and HR advisor with ADP TotalSource (PEO) and Catapult Employer Association. She has also served as a fractional HR consultant across sectors including government contracting, financial services, medical device cybersecurity, ESG and investor relations, hospitality, and nonprofit organizations. As a consultant and coach, Jill supports individual contributors, supervisors, managers, and senior leaders through professional development, leadership coaching, and organizational effectiveness engagements. Her approach integrates systems thinking and neuroscience-informed methods to strengthen communication, navigate workplace dynamics, build accountability, and support talent retention in complex environments. Jill has extensive experience working in regulated and public-sector-adjacent settings, including U.S. Department of Defense contracting, and has been an active member and board leader within the Society for Human Resource Management (SHRM) at the local, state, and national levels since 2002. She is certified as a systemic team, executive, workplace, and career coach and holds a BBA in International Business.

Senior Industrial/Organizational Psychologist, Executive Coach, and Leadership Consultant Cybelle Lyon is an Industrial/Organizational Psychologist with more than 25 years of experience supporting leadership development, executive assessment, and organizational effectiveness across corporate, public-sector–adjacent, and complex systems environments. She holds a Ph.D. in Industrial/Organizational Psychology and System Science, grounding her work in evidence-based assessment, behavior change, and applied organizational research. Cybelle specializes in executive and leadership assessment for selection, promotion, and development, as well as leadership coaching and team alignment. Her experience includes designing and leading assessment centers, conducting executive evaluations, facilitating feedback and development planning, and supporting succession planning and talent strategy. She has worked extensively with senior leaders, managers, and high-potential talent to strengthen decision-making, accountability, communication, and leadership effectiveness. Her background includes senior roles in leadership consulting firms and talent management organizations, where she designed and delivered leadership development programs, global coaching initiatives, and organizational assessments with measurable impact. Cybelle has also advised organizations on human capital strategy, selection systems, and leadership alignment during periods of growth, change, and increased complexity. As a coach and facilitator, Cybelle brings a rigorous, thoughtful, and practical approach that helps leaders translate insight into action. Neuro-Based Executive and Leadership Coach and Facilitator Cara Ugolini is an executive and leadership coach with more than 25 years of experience supporting senior leaders and high-impact professionals in complex, high-pressure environments. Her work specializes in neuro- and subconscious-based coaching that helps leaders identify and shift deeply rooted patterns that often persist despite traditional executive coaching. Through private consulting with senior leaders, Cara works at the root level of over-responsibility, burnout, imposter syndrome, and reactive leadership patterns. Her coaching supports leaders in leading from a place of safety and presence, aligning actions with core values, and addressing job-related trauma where applicable. This depth-oriented approach allows leaders to multiply their impact through empowerment, clarity, and compassion rather than overextension. Senior Workshop Facilitator and Leadership Coach Paolo Ugolini is a workshop facilitator and leadership coach with more than 25 years of experience delivering skills-based professional development for individual contributors, supervisors, and senior leaders. His work focuses on practical skill-building in accountability, communication, prioritization, conflict resolution, stakeholder engagement, and psychological safety. Paolo has delivered more than 2,000 instructional sessions, led over 100 structured training series, facilitated 70+ professional development workshops, and designed 20+ leadership retreats and immersive programs across national and international settings. His facilitation emphasizes clear frameworks, applied practice, and immediate relevance to real work. He is the creator of the P3Potential Workshop, an inside-out development model that helps participants improve focus, decision-making, and performance by aligning values, emotional regulation, and goal setting. The model provides practical tools participants can apply immediately to manage workload, collaborate more effectively, and sustain performance. Paolo holds a Juris Doctor degree and brings a strong foundation in ethical decision-making, risk awareness, and responsible technology use, including AI. His background includes work on financial integrity and risk mitigation initiatives with the World Bank, as well as training in neuroplasticity-informed coaching.

Professional Development Facilitator, Assessment Debrief Specialist, and Coach Gina Vullo is an experienced professional development facilitator, instructional leader, and coach with deep expertise in skills-based learning, adult development, and assessment-informed growth. Her work focuses on helping individuals and teams build practical skills in communication, collaboration, reflection, and problem-solving, while strengthening confidence and self-efficacy. Gina brings extensive experience designing and facilitating professional learning across K–12, higher education, and workforce-adjacent settings. She has served as a facilitator, trainer, and instructional leader for district-wide and campus-based professional development, supporting educators and leaders through inquiry-based learning, project and experiential learning, interdisciplinary collaboration, and reflective practice. As part of her work with Indigo, Gina serves as a site facilitator and trainer and regularly supports participants through Indigo Assessment debriefs, helping individuals translate assessment insights into meaningful action. Her debrief and coaching approach emphasizes self-awareness, strengths alignment, and practical application to real work and leadership challenges. Gina is also an experienced coach and mentor, supporting individual contributors and leaders through skill development, reflective dialogue, and goal-setting. Her facilitation style is grounded, engaging, and learner-centered, making her well suited to workforce development and leadership training environments that value accountability, communication, and continuous improvement.

Jessica Hellgeth

Project Management and Customer Support Jessica Hellgeth leads project coordination, customer support, and operational execution for Indigo’s workforce and professional development engagements. She brings more than a decade of experience in operations, logistics, and client-facing support, with a strong ability to manage complex workflows, coordinate resources, and ensure consistent delivery across multi-stakeholder environments. At Indigo, Jessica supports scheduling, materials coordination, assessment logistics, and frontline customer support, helping workforce partners and agency staff navigate services smoothly and efficiently. Her background in logistics, process improvement, and customer experience enables her to anticipate needs, resolve issues quickly, and maintain clear communication—contributing to reliable implementation, strong partner relationships, and a positive experience for State agency users throughout the life of the project.

Lisa Fatovic, CPA

Finance and Compliance Lisa Fatovic is a Certified Public Accountant with more than 20 years of experience providing financial oversight, reporting, and compliance support. She began her career at Arthur Andersen, where she supported audits and financial reporting across multiple industries and developed a strong foundation in GAAP-compliant accounting and fiscal controls. For Indigo Impact Initiative and this project, Lisa manages financial operations, reporting, and compliance, supporting project-level budgeting, tracking, and accountability to ensure transparency, accuracy, and alignment with State contract and reporting requirements.

Kathlynn Gabutero

Materials Development and Communications Kathlynn Gabutero supports the design and development of training materials, participant resources, and communications that ensure Indigo’s professional development offerings are clear, consistent, accessible, and usable across delivery formats. She brings strong capabilities in visual design and content organization, helping translate complex concepts into practical, well-structured materials that support diverse learning styles and accessibility needs. For this engagement, Kathlynn supports the creation of workshop materials, facilitator guides, digital resources, and self-guided learning assets designed to meet accessibility standards and reinforce learning beyond live sessions. Her work helps agencies maintain consistency across in-person, virtual, and blended offerings while ensuring materials are easy to navigate, inclusive, and supportive of sustained learning over time.
